Who's Better: Q9, or Q10

I think its pretty obvious but some people think q10 better than q9, you decide.

As far as attacks are concerned,
I'd rather use Q10's Wrist Rocket Special Attack against unique heroes,
and I'd rather use Q9's Queglix Gun Special Attack against common squads.
